A CONCURRENT RESOLUTION PROPOSING A NEW SECTION TO THE MISSISSIPPI CONSTITUTION OF 1890 TO PROVIDE THAT THE RIGHT OF DUE PROCESS, WHEREBY NO PERSON MAY BE DEPRIVED OF LIFE, LIBERTY OR PROPERTY WITHOUT DUE PROCESS OF LAW, WHICH IS GUARANTEED BY ARTICLE 3, SECTION 14 OF THE MISSISSIPPI CONSTITUTION OF 1890, VESTS AT FERTILIZATION.

BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI, That the following amendment to the Mississippi Constitution of 1890 is proposed to the qualified electors of the state:

Amend by adding the following section:

"Section ___. The right of due process, whereby no person may be deprived of life, liberty or property without due process of law, which is guaranteed by Article 3, Section 14 of this constitution, vests at fertilization."

BE IT FURTHER RESOLVED, That this amendment shall be submitted to the qualified electors at an election held on the first Tuesday after the first Monday of November 1999, as provided by Section 273 of the Constitution and by law.

BE IT FURTHER RESOLVED, That the explanation of this amendment for the ballot shall read as follows: "This proposed constitutional amendment provides that the right of due process, whereby no person may be deprived of life, liberty or property without due process of law, which is guaranteed by Article 3, Section 14 of the Mississippi Constitution, vests at fertilization."
